Phillip Adkins has served as the General Counsel of the Texas Department of Public Safety since 2011. Prior to working for DPS, Mr. Adkins was in private practice representing law enforcement officers throughout the State of Texas, including matters before the United States District Court for the Western District of Texas and United States Court of Appeals for the Fifth Circuit. He is a 1987 graduate of the University of Texas School of Law.
